The study provides an in-depth assessment of three major initiatives driving India's electronics manufacturing growth—the ESC India's Chintan Shivir 2026 scheme for mobile phones and consumer electronics, IT Hardware PLI 2.0 covering laptops, tablets, servers, and related hardware, and the Electronics Components Manufacturing Scheme (ECMS) designed to strengthen domestic component production.

Rather than simply reviewing programme performance, the report is organized around three key policy themes: evaluating the achievements of the existing PLI framework, identifying challenges that continue to limit ecosystem development, and recommending strategic interventions that can accelerate the next phase of India's electronics manufacturing journey.

India's Electronics Industry Continues Its Upward Momentum

CMI's research highlights the remarkable expansion of India's electronics manufacturing ecosystem over the past few years. Supported by the PLI initiative, India has established itself as the world's second-largest mobile phone manufacturing hub, with production witnessing significant year-on-year growth.

Mobile phone manufacturing increased from nearly ₹2.13 lakh crore in FY21 to approximately ₹5.25 lakh crore in FY25, while exports surged from ₹22,870 crore to nearly ₹2 lakh crore during the same period. Electronics has also emerged as one of India's strongest export sectors, rising from the country's seventh-largest export category in FY22 to the third-largest by FY25.

According to insights gathered from industry stakeholders, the PLI programme has played a vital role in encouraging capital investment, expanding manufacturing capacity, and improving India's competitiveness within global electronics supply chains.

Building a Stronger Domestic Manufacturing Ecosystem

While acknowledging the success of the first phase of the PLI programme, the report notes that the next stage of policy should focus on improving domestic value creation rather than production scale alone.

The research recommends accelerating investments in electronics component manufacturing, strengthening India's semiconductor ecosystem, reducing reliance on imported high-value components, developing a more competitive supplier base, and promoting design-led innovation alongside research and development capabilities.

The report concludes that India's long-term opportunity lies in evolving from an assembly-driven manufacturing destination to a globally integrated electronics value-chain economy, providing strategic guidance for future initiatives, including discussions surrounding the proposed Mobile PLI 2.0 framework.
